1、暂进货物复出境的：凭海关保证金收据和原进口报关单正本申请核销 → 海关退还保证金或撤销担保;
2、暂出货物复进境的：凭海关保证金收据和原出口报关单正本申请核销 → 海关退还保证金或撤销担保;
3、暂时进口或出口货物未复出境或进境的：企业向海关提出正式进口或出口、放弃申请 → 海关审核同意后，正式进口的凭进口报关单和保证金转税的税单办理报核销案、放弃货物凭放弃凭证办理报核销案】
